Lottery Casino Slot Machines Not Popular With Everyone

October 7th, 2007 · No Comments

To make the Texas Lottery popular with a wider crowd, a rule change is proposed to make it possible to offer the lottery on some sort of casino slot machines, which should be available wherever lottery tickets are sold. The proposal for this rule change brought up a lot of emotion among anti-gambling forces, who are afraid this is just another method to make casino slot machines legal in Texas.

According to a spokesperson for the Texas Lottery Commission, the goal of the rule change is not to allow every kind of casino slot machines in Texas, but they want to give people more options for participating in the lottery.

Suzi Paynter, who monitors state government for the Baptist General Convention of Texas, believes that the proposal will allow players to play other games next to the lottery on the casino slot machines and will eventually replace ticket scratching, which would lead to major job losses. Paynter states that if the game looks like a casino slot machine, and has the same games as a casino slot machine; it must be a casino slot machine.

In Iowa, the rule change is already accepted and here it is now legal to allow lottery games on slot machines at restaurants, bars and stores. Thousands of terminals that resemble casino slot machines are popping up all over Iowa, which caught many lawmakers off guard.

The Iowa rule was made to give lottery players a new way to enjoy the games. Instead of players having to scratch a ticket, a computer screen tells players instantly whether they have won or lost. Winners get a computer-generated slip of paper that they can exchange for their winnings.

Due to the negative reactions from anti-gambling groups towards the lottery machines, Gov. Tom Vilsack, has now frozen the decision of the lottery machines in Iowa, until further investigation has taken place.

Lottery spokesperson Bobby Heith stated that the proposed rule is designed to be able to make quicker changes in technology, to give Texans new and improved ways to play the lottery games and to generate about $1 billion a year for the state.

Paynter believes that the Texas Lottery Commission should reject the proposed rule change and wait for the Legislature to give the state a clear direction on whether computerized casino slot games are appropriate for Texas.
